Han Sing (Li) has taken the fall for his father and brother and went to prison in Hong Kong while his family escaped to the United States. When Sing hears his brother was killed by a rival mob, he escapes from the prison and makes his way to Oakland to seek revenge. There he meets and falls in love with Trish (Aaliyah), the rival mob bosses' daughter.
The film was originally slated to have a scene at the end where Jet Li and Aaliyah kiss, but was cut in the final release. Some fans were upset because they felt this meant that the production company was unwilling to strongly depict an interracial relationship, but the comments by Jet Li indicate that the scene was removed because in the film a family member is murdered, and it would be inappropriate for him to be kissing a girl immediately afterwards.
Romeo Must Die is Li's first lead role in English.
Apart from several establishing shots, the film was entirely shot in Vancouver, Canada.
