Government and political figures

The following are minor government and political affiliates, mainly portrayed for a small arc of episodes to advance or expand the subplots.

Patty Brooks

Image:Patty brooks.jpg
Patty Brooks

Patty Brooks was David Palmer's campaign staffer during the presidential primary on Day 1, played by Tanya Wright. She was persuaded by Sherry Palmer to make sexual advances towards David Palmer in order to spy on him for undisclosed reasons. David Palmer subsequently called Patty into an empty hotel room (907) and fired her.

Interestingly, Patty Brooks is the only character in the history of 24 who has ever gotten a night's sleep. Patty went to bed early in Season 1, and was seen later in the season after she awoke.

Carl Webb

Image:CarlWebb.jpg
Carl Webb

Carl Webb was an associate of David Palmer during his campaign for president during Day 1, played by Zach Grenier.

After Keith Palmer was involved in the accidental death of Lyle Gibson, Sherry Palmer plotted with Webb, Nicole Palmer and Keith to keep the coverup from Senator David Palmer. Once Palmer learns of the coverup from reporter Maureen Kingsley, who is about to announce the story to the nation, he calls Webb and meets with him in person, at which time Palmer becomes very angry with Webb and tells him to stay away from his family. When Dr. George Ferragamo's office goes up in flames, Webb says that he has dirt linking the incident to Keith and that the Palmers should not tell the police about the incident. Webb had planted evidence in order to protect the biggest Palmer campaign donors, who had Ferragamo killed. Later, Keith Palmer captures a recording in which Carl Webb incriminated himself and gave it to his father, David. What happens to Carl and his associates after David gives the recording to the justice department is never revealed.

Robert Ellis

Image:RobertEllis.jpg
Robert Ellis

Robert Ellis was a National Security Agency floating operative, portrayed by Wade Andrew Williams. He was involved in the planning of Operation Nightfall and made sure that Jack Bauer and David Palmer never met each other until they were forced to all work with each other to handle threats from the Drazens.

When Ellis was contacted at a bar in New Orleans' French Quarter, he set up a feed through Milo Pressman's computer, then uploaded the Nightfall files to CTU's server. He continued to work from the bar to help Bauer and Palmer find information. He was in the men's room, on a call with Jack, when he was garotted by an unknown assassin connected to the Drazens.

Realizing Ellis was in danger, Jack Bauer contacted CTU New Orleans to enlist their help in finding him. They located Ellis' body within the hour, but were unable to provide any leads on the killer.

Elizabeth Nash

Image:Elizabethnash.JPG
Elizabeth Nash

Elizabeth Nash was a member of David Palmer's campaign advance team, portrayed by Kara Zediker.

She had been unknowingly dating Alexis Drazen, and had planned to meet him for a rendezvous in his hotel room. During an intelligence briefing given by Aaron Pierce she recognized his face. Jack Bauer and George Mason met with her and convinced her to use her next meeting with Alexis to plant a homing device on him. The hotel room was bugged with fiber optic cameras. Jack called her after she planted the device in Alexis's wallet, but she turned off her phone. Instead of leaving, she stabbed Alexis with a letter opener. She later claimed that she had gone into a blind rage when he said he loved her.

The code words to end the undercover operation were "I hope I'm not getting a cold."

Mark DeSalvo

Image:24-Mark DeSalvo.jpg
Mark DeSalvo

Mark DeSalvo of the Department of Defense was a warden for a government top secret underground prison, portrayed by Lou Diamond Phillips. At 7:16 p.m. on Day 1, Jack Bauer was caught at the prison's entrance and was debriefed by DeSalvo. Bauer explains that the Drazens are cutting off the detention center's power supply — possibly to make a sneak attack during a key prisoner exchange. DeSalvo is unable to snag reinforcements from his department, however, so the two men disguise the engineers as soldiers.

While the prisoner transfer is taking place, Andre Drazen notices that there are more "soldiers" than he anticipated, so he delays the attack. During the lull, DeSalvo allows Jack to interrogate the prisoner, who turns out to be Victor Drazen - the man he thought he killed two years before in Kosovo. DeSalvo remains confused over the entire issue, for he is kept in the dark about his prisoner exchanges. Several minutes later Andre attacks the detention facility and takes DeSalvo as a hostage. Andre uses DeSalvo as leverage against Jack, who gives up Victor. However, Andre shoots and kills DeSalvo, for he was no longer useful to the Drazens.

This character was named after the winner of an auction set up by 24's producers to raise money for the families of victims of the September 11 terrorist attacks. The real Mark DeSalvo, a Manhattan stockbroker, paid $5,200 to have his name appear on the show.[1]

Eric Rayburn

Image:Ericrayburn.jpg
Eric Rayburn

Eric Rayburn played by Timothy Carhart was the deputy head of the NSA under Roger Stanton. He was one of the first senior government officials to learn of the attempt by the terrorist group Second Wave to detonate a nuclear weapon in Los Angeles. When he learned that the group was linked to an anti-government militia group that Jack Bauer had infiltrated earlier, he ordered George Mason to reinstate Bauer and go back undercover with the group. Thus Rayburn is responsible for Bauer becoming a major participant in finding and stopping the bomb.

Rayburn was never confident the weapon would be found and secured in time. He urged President David Palmer to evacuate Los Angeles, believing even a limited evacuation would protect Palmer politically. He also proposed retaliatory strikes against Middle Eastern nations that had supposedly supported Second Wave. Palmer ultimately rejected both suggestions.

When it was learned that the group Bauer infiltrated was planning to bomb CTU headquarters to hinder their search for the weapon, Rayburn was unwilling to prevent the attack as it would blow Bauer's cover. Instead, he ordered them to transfer all intel they had on the bomb to NSA without telling them why. He also prevented Lynne Kresge from warning CTU or President Palmer. Although Kresge eventually managed to warn CTU, the bomb detonated during the evacuation, killing several CTU personnel.

Palmer learned of Rayburn's actions soon after and had him relieved of duty. It was suggested he may face criminal charges for his role in the deaths at CTU.

Ted Simmons

Image:TedSmimmons.jpg
Ted Simmons

Ted Simmons, played by Steven Culp, was a member of President David Palmer's Secret Service detail during Day 2. Simmons had experience in Special Ops, which he put to use in the Gulf as well as some Covert Ops under the direction of the CIA. The President was familiar with Simmons' background and ordered him to secretly interrogate Roger Stanton the head of NSA after learning that Stanton knew the location of a nuclear weapon terrorists intended to use to destroy Los Angeles. The interrogation, which involved physical torture, took some time as Stanton was trained in the same resistance techniques as Simmons, however Simmons was eventually able to break him

Ann Packard

Image:Annpackard.jpg
Ann Packard

Dr. Ann Packard played by Wendy Crewson, was a personal physician to President David Palmer. She was assisting him in his recovery following an assassination attempt by an unidentified assailant three years earlier and the two had become romantically involved. Ann's ex-husband Ted Packard had been involved in a faulty drug scandal and attempted to implicate Ann in the scandal as well during Palmer's re-election campaign. Palmer's opponent, Senator John Keeler attempted to bring these allegations to light during the debate, though Palmer was unable to respond due to a national emergency.

Ted eventually had a change of heart and called Ann to offer evidence exonerating her from the scandal. When she arrived, however, she realized Ted was planning to commit suicide and unforuntately, was unable to stop him from killing himself.

Though her name was cleared, she told Palmer she could not deal with the media attention, and ended their relationship. Ironically, a further scandal that same day would prompt Palmer not to seek re-election. It's unclear if they renewed their relationship, however.

Justin Adams

Image:200px-Adams.jpg
Agent Justin Adams

Justin Adams played by Tracy Howe, was a Secret Service agent that worked for President Logan at the Presidential retreat during Day 5. He was ordered by the president to lock First Lady Martha Logan in the library and keep her under watch. It is presumed that he was also ordered to killed Walt Cummings earlier that day (after his treason was revealed) and made it look like a suicide by hanging.

He was later ordered by Logan to kill Aaron Pierce and dispose of his body. However, he was confronted by Martha Logan and during the ensuing fight, Martha shot and killed Agent Adams. Later in the show Novick finds out and with the help of Agent Pierce, disposes of the body.

Antagonists

The following are terrorists, mercenaries, and minor non-political conspirators whose actions go against those of the protagonists.

Bridgit

Image:Bridgit.jpg
Bridgit

Bridgit was a mercenary with Mandy and her lover. After Flight 221 exploded, Mandy buried Martin Belkin's stolen identification in the Mojave Desert. She was picked up in a Jeep and taken to meet their contractor, Ira Gaines. Bridgit arrived in the desert on motorcycle and retrieved the hidden ID. She met Gaines and Mandy but insisted on getting $2 million in exchange for the ID instead of the $1 million she and Mandy had been promised. After threatening to kill Bridgit, Gaines agreed to give her and Mandy $2 million.

Bridgit, Gaines, and Mandy drove back to the desert. Bridgit gave Gaines the ID, and Jonathan, a sniper who had undergone surgery to look like Belkin, shot and killed Bridgit in front of Mandy.

Dan Mounts

Image:Danmounts.jpg
Dan Mounts

Dan Mounts was one of Kim Bauer's kidnappers, played by Matthew Carey. He was hired by Ira Gaines before Day 1. He lived with Rick Allen at 1804 Glade in Echo Park. He worked at Paladio Furniture in Los Angeles.

Dan was hired by Kevin Carroll to kidnap Kim Bauer and deliver her to Ira Gaines. Contacting Kim's friend Janet York, Dan set up a double-date with himself and Rick, telling her that he and Rick were sophomores at San Diego State. They arranged to meet at Paladio Furniture at midnight.

Dan and Rick kidnapped Kim and Janet, only to have them escape. After re-capturing Kim, they left the drugged up Janet for dead in the middle of the street, where she was eventually picked up by an ambulance and brought to a local hospital. After Dan lied and said Janet was dead, Gaines received a call from a source at the hospital (presumably from Carroll, who was masquerading as Janet's father) who informed him that she was in fact still alive. Dan was forced to admit that Janet hadn't been "quite dead." Gaines promptly gave Dan a lesson in the nature of exact death by shooting him in the head and "promoting" Rick.

Eli Stram

Image:Elistram.JPG
Eli Stram

Eli Stram was a young criminal working for Ira Gaines during Day 1. He was played by Silas Weir Mitchell.

Eli guarded Teri Bauer and Kim Bauer when they were taken to Gaines' compound. At one point, he decided to have his way with Kim. Teri offered herself instead, saying she wouldn't fight back. Eli agreed and raped her instead of Kim. While she was with him, Teri obtained his cell phone, which she used to call for help. When Eli was sent to kill Teri and Kim, Teri pulled out a gun given to her by Rick Allen, but it failed to fire. As Eli tried to stab Kim, Teri shot him twice with his own gun, killing him.

Greg Penticoff

Image:Penticoff.jpg
Greg Penticoff

Greg Penticoff was a criminal who worked for Ira Gaines in Day 1. He is played by John Hawkes.

Following a lead from the key card given to him by Richard Walsh, Jack Bauer went to 18166 San Fernando Road, where he saw Penticoff smoking outside. Penticoff fired on Jack and ran inside. LAPD Officer Jessie Hampton heard the gunfire and called for backup. Jack showed her his badge, and she agreed to help him apprehend Penticoff alive. Penticoff shot her, and the police arrived shortly after. Penticoff then told Jack that if he wanted to see Kim Bauer alive again, he would get him out of jail.

The arresting officers refused to let Jack take Penticoff, so Jack followed them back to a Van Nuys Precinct. George Mason arrived soon after, but Penticoff refused to talk to anyone but Jack. Knowing that Mason and the LAPD were listening to the interrogation, Jack staged a confrontation with, whispering instructions in Penticoff's ear, and used the ensuing struggle to slip his cell phone number into Penticoff's mouth. Penticoff asked for his phone call and used it to call Jack.

Penticoff told Jack that he was supposed to be receiving a phone call from Ira Gaines at a payphone on San Fernando Road, adding that Kim would die if he did not answer. Jack picked a fight with a police officer and the late Hampton's partner, Philips. In the fight, Jack stole his key card, at the same time slipping it to Penticoff. Penticoff used it to free himself, and he and Jack drove to San Fernando Road. Jack had Nina Myers trace the payphone, but the call came through on a cell phone hidden underneath. Gaines instructed Penticoff to dispose of a body hidden in the trunk of a parked car on Avenue 26. The body later turned out to be that of Alan York.

At the time of the House Special Subcommittee's hearings, Penticoff was awaiting trial without bail in Los Angeles county for the murder of Jessie Hampton.

Jonathon

Image:200px-Jonathan1.JPG
Jonathan

Jonathon was a sniper working for Ira Gaines in Day 1 tasked with taking out Senator David Palmer. He managed to pose as a photographer named Martin Belkin (see below), to get close to Palmer (Jonathon had undergone surgery to look like Belkin). Before the hit, he is seen practicing his sharpshooting skills on eggs; later, he takes out Bridgit, who tried to blackmail Gaines. Once meeting up with Jack Bauer, who was being forced to help Gaines, Jonathon makes Bauer assemble the rifle (to frame Bauer) and attempts to take his shot. Bauer first tries to stop Jonathon by pointing a gun to his head, but with his family still being held hostage by Gaines, he has no choice but to let Jonathon move into position. Nonetheless, Bauer saves Palmer by causing a disturbance, which makes the Secret Service agents the scene cover Palmer. His shot ruined, Jonathon flees the scene. He does not return for the remainder of the day's events, and what happens to him following Gaines' death is unknown. His whereabouts and fate were not revealed.

Jovan Myovic

Image:Jovan.jpg
Jovan Myovic

Jovan Myovic was the assassin sent to kill Teri Bauer and Kim Bauer by Andre Drazen during Day 1. He was played by Henri Lubatti. During the events of Day 1, Jovan was 28 years old. He was born in Sombor, Vojvodina in Serbia. He is single and has one living sister, Ivestia. He goes by the aliases "Joe Ragey" and "Tuvo".

Myovic destroys the extra security detail around the outside of the safehouse, slaying four men before his confrontation with Agent Paulson. He distracts him as Mishko attacks Paulson from behind. Kim and Teri get away in a car parked in the garage. Paulson shoots Mishko before Myovic gets to Paulson. Myovic goes to the Bauer house, figuring his victims will return eventually. He kills one CTU agent before Teri is brought in by Dr. Phil Parslow and his friend Chris. He kills Chris, wounds Phil, and has Teri at gunpoint when Tony Almeida shoots him three times from behind, killing him.

Jonathan Wallace

Image:Jonathanwallace.jpg
Jonathan Wallace

Jonathan Wallace played by Gregg Henry, was a Captain in the Marine Corps and part of a Special Ops group called Coral Snake. Under the covert command of NSA director Roger Stanton, they were aware of the terrorist group Second Wave's plan to destroy Los Angeles with a nuclear weapon. Their orders were to eliminate any efforts by other government agencies trying to locate the weapon until they themselves secured the weapon at the eleventh hour. Their actions included shooting down a plane carrying Jack Bauer and Nina Myers and eliminating any survivors they found.

Unbeknownst to Stanton and the rest of the group, Wallace was actually working for Peter Kingsley who fully intended to allow Second Wave to detonate the weapon. Wallace eventually murdered the rest of his team in order to prevent them from stopping the attack. Despite his efforts, CTU personnel located the weapon and flew it a safe distance from the city before it detonated.

Kingsley assumed any evidence of his actions would be destroyed in the explosion. Once the attack was foiled, Wallace knew his life was in danger because he had become a serious liability to his former employer. Wallace escaped and killed the captured Second Wave leader Syed Ali in order to get the attention of Jack, whom he thought would be able to help him escape. He offered to give evidence which incriminated Kingsley in exchange for Kate Warner. He wanted to use her father Bob Warner's company connections with the CIA to escape to another country.

Their meeting place was attacked by Kingsley's men, however, and Wallace was critically wounded. Jack, Kate, and Yusuf Auda drove him to a medical clinic but the doctor was unable to save him. Though Wallace died before giving Jack the evidence, Jack found the evidence in a chip embedded in Wallace's body on an X-Ray.

Alexander Trepkos

Image:Alexandertrepkos.jpg
Alexander Trepkos

Alexander Trepkos played by Eugene Robert Glazer, was a conspirator in the second season of 24. Along with Max and Peter Kingsley, Trepkos was part of a conspiracy of businessmen to increase the value of their oil holdings by provoking a war between the United States by allowing terrorists to detonate a nuclear weapon within Los Angeles. Though the attack failed, the US nearly went to war anyway based on falsifed information planted by Kingsley's people.

After the conspiracy was exposed and Kingsley was killed, Trepkos relayed the news to Max. Max, however, announced his intention to continue forward another way. When Trepkos asked what Max meant, he simply told him it would begin that day. Nothing is known of Max's contingency plan, except that it involved a biological attack on President David Palmer by Mandy. Whether Max's intention was to kill the President or merely incapacitate him was also unclear.

While Max met his demise in the 24 Game, Trepkos' fate remains unknown.

Arthur Rabens

Image:Rabens.JPG
Arthur Rabens

Arthur Rabens is a terrorist henchman on the third season of 24, played by Salvator Xuereb. He was the last remaining courier to carry out Stephen Saunders' biological attack on the United States, in Day 3. He knew he was being tracked by CTU, which had spotted his tracker beacon, and placed it inside an innocent man's cigarette carton. Rabens escaped capture and hijacked a civilian vehicle where he then made it to a middle school to escape the country via a helicopter on the roof.

He engaged Chase Edmunds in a fight, badly beating Chase. During the fight, however, Chase managed to attach the dispersion device to his wrist in order to prevent Rabens from escaping with it. Rabens was shot and killed by Jack Bauer moments before he was about to kill Chase.

Omar

Image:Omar24.jpg
Omar

Omar played by Tony Plana, was a terrorist working with Habib Marwan in Day 4. He was in charge of the compound where Secretary of Defense James Heller and his daughter Audrey Raines were held after their abduction. Omar announced on a live broadcast, his group's intention to try Heller for war crimes and then execute him. Heller refuse to sign a confession to his supposed crimes and only cooperated after Omar threatened the life of his daughter.

When Jack Bauer and the Marines raided the compound to rescue Heller, Omar took Audrey as a hostage and attempted to escape. Audrey, however, managed to stab Omar and break free, at which point Omar was shot and killed by the Marines.

Henry Powell

Image:Henry Powell.jpg
Henry Powell

Henry Powell played by Robertson Dean, was a computer consultant working at the Rockland Building. He was a former employee at the defense contractor McLennan-Forster, and still freelanced for the company. He also helped Habib Marwan in his plot to install the Dobson Override device.

Two months prior to the meltdown date, Powell attended a Heritage Foundation dinner at the Hyatt in Los Angeles. He met with Audrey Raines, and found out when she would be returning to Los Angeles with her father, Secretary of Defense James Heller.

During Day Four, Powell kept in contact with Marianne Taylor at CTU. He also made a few calls to Dina Araz, another one of Marwan’s underlings.

Powell went to Omar’s warehouse in the Santa Clarita Valley to pick up the briefcase containing the Override. Although Audrey recognized him, Powell was assured that she would die, and he left for the Rockland Building. He got a worker named Ali to install the device in IDS Systems - their hardware could be used to download the virus into the nuclear reactors.

When Heller’s execution was stopped by Jack Bauer, Powell realized that Audrey could identify him from the dinner. He called Marianne, who told him that Jack and Audrey were heading for Felsted Security in Burbank, because Audrey couldn't remember his name, but remembered that he'd been at the dinner, and since the company had taken surveillance of the dinner, Jack needed her to identify him from the camera surveillance. Powell arranged for a group of men to kill Jack and Audrey at Felsted, and told Marianne to divert suspicion away from herself, since there would be an internal investigation once the two were dead. The attack failed, however, and Jack and Audrey escaped, with the help of Tony Almeida. Powell ordered Marianne to stay at CTU, since leaving might arouse suspicion, and an interrogation might point back to him.

Though all air traffic had been grounded, Powell used special ordinates from McLennan-Forster, and was able to get clearance for a helicopter in Van Nuys to take him out of Los Angeles. When he arrived at the helipad, however, he found that the clearance had been superseded by the Department of Defense. Knowing that Audrey or Secretary Heller was behind this, he ordered the pilot, at gunpoint, to fly him out. The pilot reluctantly agreed, but Jack and Tony arrived just in time to stop the chopper from taking off. As he was being taken into custody, Powell attempted to bribe them, but to no avail. Before Tony and Jack could secure Powell in their car, he was killed by one of Marwan’s snipers from a nearby building.

Haas

Image:200px-Hass.jpg
Haas

Haas played by Jeff Kober, was the assassin who killed former President David Palmer at the beginning of Day 5 at around 7:02am. His assignment was also to hunt and kill Chloe O'Brian, one of four people who help faked Jack Bauer's death at the end of Day 4.

Haas and his men eventually track down Chloe who is with Jack and Derek Huxley at an oil refinery. Jack dispatches all of Haas's men off before setting off to hunt down the assassin. Haas eventually finds Chloe and Derek but is wounded by Jack and Chloe. Jack tells Haas he will receive medical treatment if he tells him why his team was after the four targets. Haas confesses that Chloe, Tony Almeida and Michelle Dessler were secondary targets in order to frame Jack. But his main goal from his unknown superior was to take out the primary target - David Palmer. Haas doesn’t know who hired him. After hearing the confession and consumed with rage, Jack executes Haas in front of Chloe and Derek.

Anton Beresch

Image:Beresch.jpg
Anton Beresch

Anton Beresch is a terrorist henchmen in the fifth season of 24, played by David Dayan Fisher. Beresch, a former Russian Army officer, later joined the Dawn Brigade, a Russian separatist movement responsible for various terrorist bombings in that country. Beresch was the leader of the group of terrorists that took hostages at the Ontario airport on day 5 of 24's fifth season. He threatened to kill all of the hostages inside the airport if President Logan didn't call off the treaty about to be signed with Russian President Yuri Suvarov. Beresch broadcasted the executions of some of the hostages on live television.

Jack Bauer happened to be inside the terminal at the time Beresch and his men took it over. Beresch's men were wearing explosives-laden vests, one of which was covertly detonated by Bauer when Beresch attempted to execute Derek Huxley. Not long after Jack detonated the explosive vest, Beresch received a phone call from James Nathanson letting him know that Jack was hiding inside the airport. Beresch once again threatened to execute Derek if Jack didn't show himself. Jack gave himself up, and Beresch forced him to tell Curtis Manning to bring his tactical teams into a trap. Jack secretly alerted Curtis of this ambush by using the code term "Flank 2 position." However, the code had become defunct since Jack was forced to go into hiding 18 months before. Before Curtis and his team carried out the assault on the terminal that would cause them to walk into a trap, they were alerted by Lynn McGill who figured out what the term Flank 2 meant. Before the assault took place Beresch handed a key card to one of the hostages who turned out to be Ivan Erwich, a terrorist working for Vladimir Bierko. Beresch and his men expected CTU to move into their trap but were ambushed from behind by CTU agents. Jack Bauer attempted to capture Beresch by shooting his gun out of his hand when he tried to shoot himself, but Beresch then detonated an explosive vest on a dead terrorist, killing himself.

Ivan Erwich

Image:Erwhich.JPG
Ivan Erwich

Ivan Erwich is a terrorist henchman on the fifth season of 24, played by Mark Sheppard. Erwich was a chemical engineer who trained at the University of St. Petersburg, then joined the Dawn Brigade separatist movement 6 years ago.

He is first seen as a sleeper hiding among the hostages at the Ontario Airport. He is handed a key card by the terrorist leader Anton Beresch, which is used by the separatist group to secure a cache full of Sentox nerve gas before their escape. Erwich puts the canisters into a storage container supposedly containing medical supplies to be transported out of the country. However, a suspicious Ivan kills his driver, Schaeffer, after he finds the man inside the container. Later, it is revealed that Schaeffer was an inside man, secretly working for Walt Cummings as a part of the government's sting operation. After Schaeffer is confirmed dead, Cummings receives a call from Erwich, stating that Cummings must have altered the arming codes to the canisters. Ivan prepares to attack the US directly for revenge.

First, he seeks the assistance of Jacob Rossler, who knows how to alter arming codes. However, Rossler is killed during a sting operation led by Bauer. Afterward, Erwich plotted to test his product by releasing a canister of Sentox nerve gas into a shopping mall. Jack Bauer went undercover as Rossler and helped Erwich's assistants arm the Sentox gas, but Bauer quickly escapes and eventually stops the gas attack with few casualties. Erwich also discovers that the surviving terrorist from the mall attack was followed, so he orders the man to kill himself.

In episode 9 it is revealed that Erwich was working for Vladimir Bierko. He tells Bierko the test was successful but Bierko blames him for wasting the gas and for trusting James Nathanson and the Americans. Bierko stabbed Erwich in the chest, killing him.

Jacob Rossler

Jacob Rossler is a computer software programmer played by actor Patrick Bauchau. He was working with the terrorist on day 5 to help release the Sentox nerve gas. He was instructed to call Ivan Erwich to get a new chip for the never gas canisters. He said that they they they need to reconfigure the trigger. At CTU Chloe is trying to track down Ivan Erwich. They were able to intercept phone call made by Erwich to Jacob Rossler. Chloe was able to come up with Rosslers last known address. Jack Bauer and Curtis Manning meet on top of a building nearby . Once they fought there way into Rossler's penthouse, Rossler was wounded by Jack and left alive so that he could be interrogated. Later Jack discovered that Rossler had a 15-year-old kidnapped girl named Inessa Kovalevsky. He was using her as a sex slave.

Rossler was not willing to reveal any information so Jack ordered them not to give him any pain medication. Though he was willing to cut a deal for full immunity and to be safely transported to a foreign country. He also wanted to take the girl, Inessa with him. order Curtis to put pressure into Rossler's wound with his boot. Lynn McGill, back at CTU instructed Jack to accept Rossler's deal. Jack was not willing to make the deal, but he attempted to negotiate Inessa out of it. Rossler refused to cooperate unless Isnessa was to go with him. After his immunity agreement is in Rossler reveals that there was a meeting set up between him and Erwich to get him the chip but he refuses to tell anymore until he sees the document stating his immunity. Jack informed Inessa of this and she refused. After they get a call from Erwich they are getting ready to move then Inessa pulls a gun out of her shirt and shoots Rossler twice in the chest, killing him and there only lead to Erwich.

Ostroff

Image:Ostroff.jpg
Ostroff

Ostroff was an eastern-European terrorist working for Vladimir Bierko in the fifth season of 24, played by Alex Kuznetsov.

Ostroff recruited Dwayne Thompkins and Jenny McGill to steal a CTU key card from Jenny's brother Lynn McGill in exchange for money. Once Ostroff obtained the key card, he killed them both and used the key card to infiltrate CTU with a canister of sentox nerve gas. Ostroff placed the canister in a section where the nerve gas would be filtered into the building's ventilation system. He also murdered Carrie Bendis when she interrupted him.

CTU eventually deduced there was an intruder in the building and locked it down. Ostroff was shot and killed by Jack Bauer while trying to escape. They were too late, however, to prevent the nerve gas from being dispersed throughout the building and some 56 people were subsequently killed including Lynn McGill and Edgar Stiles.

Ahmed Amar

Image:AhmedAmar.jpg
Ahmed Amar

Ahmed Amar (played by Kal Penn) was first seen as his father was being arrested by FBI agents under suspicion of being a terrorist. Two neighbors, who also saw the arrest, started harassing Ahmed, breaking down his door and telling him to "get out of their neighborhood." Ray Wallace, the father of Ahmed's classmate Scott, who lives across the street, intervened, and invited Ahmed to stay at his house until he felt it was safe. It is later revealed through Ahmed's phone calls to Abu Fayed that Ahmed himself is a terrorist, and his father is actually innocent. Ahmed had the duty of delivering a package (later revealed as an enormous sum of money that is used to buy the final components for an attack, a device to program the trigger on a nuclear bomb) to Fayed's men.

Ahmed was injured during a fight with one of his neighbors, who returned to Ahmed's house to further harass him. (During the battle Ahmed gets a shard of glass lodged in his leg.) Scott sees this and goes over to help Ahmed, only to see that Ahmed has already shot and killed his attacker. Scott then confronts Ahmed so he takes Scott and his family hostage and, unable to complete his duties to Fayed due to his injury, coerces Ray to carry them out for him. He threatens Ray that if the authorities show up he will kill Scott and Ray's wife.

Following Ray's acquisition of the package, he convinces Ahmed to release his wife. Fearing for her son's safety, she calls the police. The call is transferred to CTU, and under Jack Bauer's direction, they plan an assault on Ahmed's location. Ray delivers the package to Fayed, and is subsequently taken hostage by him. Fayed orders Ahmed to kill Scott, on the basis that he heard too much information relating to their plot. As he prepared to carry out the order, CTU storms into the house. After exchanging fire with several CTU agents, Ahmed runs out the back. He was fatally wounded by a CTU agent during a showdown with Jack Bauer, and died en route to a hospital.

Darren McCarthy

Darren McCarthy

Darren McCarthy (played by David Hunt) was a wealthy businessman working with the terrorist Abu Fayed. McCarthy had sold him the suitcase nuke detonated shortly before the end of episode 4, and arranged for the device which reprogrammed the trigger. Fayed later asks McCarthy to find him someone who could reprogram the suitcase nukes. Fayed offers double the original payment, enough to convince McCarthy to stay in Los Angeles instead of going to Las Vegas. Along the way through Los Angeles, he picks up his girlfriend Rita, with whom he bickers constantly.

At the end of episode 7 Darren kidnaps Morris O'Brian with the help of Rita in order to reprogram one of the four remaining suitcase nukes on orders of Abu Fayed. In episode 8 and during a vehicle exchange, Morris tells Rita about the nukes in relation to the $7 million payoff for delivering Morris to Fayed. Morris tries to convince Rita to let him go, that thousands of people are in her hands. While stopping at a cross intersection, Fayed calls McCarthy to give him his location and McCarthy has Rita enter in the address in his GPS. Right after this, in an act of greed, she shoots McCarthy dead and pushes him out of the car. Rita herself is killed shortly after she delivers Morris to Fayed.

While trying to escape from the guys, Janet is hit by a car and left unconscious in the middle of the road. Soon, an ambulance came to pick her up. The ambulance takes her to St. Mark's Hospital where she was found by Kimberly's mother Teri and a man who was thought to be Alan York. Keith Palmer

Image:24-keith palmer.jpg
Keith Palmer

Keith Palmer was the son of David and Sherry Palmer and older brother to Nicole Palmer. He was played by Vicellous Reon Shannon.

7 years before Day 1 Keith's sister Nicole Palmer was raped by a man named Lyle Gibson. When Keith found out about the rape he went to meet with Lyle. They got into a fight and Lyle was killed accidentally. Keith's father, then-Senator David Palmer was away on a business trip. Details are not clear about the death.

At the beginning of Day 1 a women named Maureen Kingsley is threatening to release the story and make it look like Keith killed Lyle Gibson, ruining his father Senator Palmer's shot at becoming the first African-American president ever.

In the first few hours his father asks what really happened the night after Nicole's rape, Keith is argumentative. He blames his father for always being away from home on business, and says that he was the only one around who could take care of things. Yet when Palmer asks, point blank, if he killed Lyle Gibson, Keith is defiantly silent. Keith turns down his father's request to come out with the truth at the breakfast. He says to his father Palmer that he is always putting his career before his family and accuses his father of trying to reach the White House at the expense of his own son going to jail. When Palmer pledges to do everything he can to prevent his son from going to jail, Keith does not believe him.

Keith is upset when he learns of his psychiatrist Dr. George Ferragamo's death. The two had been close, and Ferragamo was there for him when Keith was in pain. Yet when Palmer does not want to go public about a possible link between his campaign and the fire that killed Ferragamo, Keith becomes furious. He believes that his father is putting his bid for the Presidency ahead of a friend's murder. When Keith attempts to go to the police, his mother, Sherry Palmer, stops him. People think Keith was the one that killed Dr. Ferragamo because he knew about what happened. They think that Keith wanted to cover it up so he killed his psychiatrist.

Keith takes actions in his own hands, and threatens his fathers ex-political operative Carl Webb that he will tell the campaign financiers about his underhanded activities. Carl warns Keith that he will frame him for George Ferragamo's murder and that he has false evidence that shows it was Keith who killed Dr. Ferragamo. Keith, however, taped Carl's confession. Keith then apologizes to his father for doubting his sincerity. He now knows that Palmer was only trying to protect Keith from taking the blame for George Ferragamo's murder. Keith plays the tape of Carl's confession for Palmer, and Palmer takes the tape away from his son. Palmer explains to Keith the gravity involved in releasing the tape to the authorities. Keith is willing to accept what will be said about him in the press because he only wants to tell the truth. Palmer pledges that he will finally be there for his son. In his speech, Palmer makes it public that he will stand by his son, regardless of the outcome. After the press conference, Keith hugs his father and tells him that he loves him.

Keith Palmer is only seen in the first episode of Day 2 when he is fishing with his dad, who is now President. Unfortunately President Palmer gets a call that there is a threat that a nuclear bomb might be released and has to cut his trip short with his son but promises to make another one soon. Keith is later seen talking to his father over the phone, but this scene was deleted from the episode shown on television.

The tape says that there is fake evidence that can be released which implicates Keith in the death of Lyle Gibson and his psychiatrist Dr. George Ferragamo. When her mother and father fight about telling the truth and showing the tape to the public, Nicole hyperventilates and nearly passes out. She apologizes to her father, and says that everything is her fault. Palmer comforts her and assures her that she is not to blame. After Palmer's speech to the press, Nicole is proud of her father and can now finally relax and be calm for the rest of the day.

Gary, however, had a violent temper and physically abused both Carla and Megan. Early on in Day 2, Kim took Megan and fled the house to protect her from one of Gary's outbursts.

After Megan was taken to a hospital for injuries from Gary's earlier abuse, Kim called Carla telling her what happened. Carla initially accused Kim of kidnapping Megan until Kim pointed out the abuse Megan had suffered. Carla was about to leave the house to go to Megan at the hospital when Gary walked in on her. Gary then murdered her off-screen and placed her body in the trunk of his car before going to the hospital himself.

Kim and her boyfriend Miguel were briefly arrested for Carla's murder after they stole the car to escape and a state trooper opened the car and found Carla's body. Eventually, however, it was confirmed by authorities that Gary was responsible.

Gary pursued them and nearly caught them before Kim and Megan reached her father's workplace at CTU. Unfortunately, shorlty after their arrival, CTU was hit by a terrorist bombing as part of a planned nuclear attack on the city during the day. Kim and Megan survived the bombing but Megan began having seizures. She was taken to a local hospital where it was learned this was actually the result of earlier abuse she had suffered from her father.

Gary showed up at the hospital but Kim, Megan, and Kim's boyfriend Miguel managed to escape in Gary's car and leave Los Angeles. They were pulled over by a state trooper, who arrested Kim and Miguel after he found Carla's body in the trunk (Gary had murdered her before arriving at the hospital). After helping to smuggle Megan out of the hospital where she was being held, Miguel confronted Gary Matheson and knocked him unconscious. He and Kim then stole Gary's car. On their way out of Los Angeles, they were pulled over. The officer finds the body of Carla Matheson, Gary's wife, in the trunk. While being transported back to L.A., they caused the officer to wreck his vehicle, injuring Miguel and the officer--Kim escaped. However, Miguel lost his right leg in the accident. Miguel blamed Kim for this and told her he didn't want to see her again when she called him at the hospital.

Kim had just escaped from authorities and was trying to avoid Los Angeles because of the nuclear threat. Lonnie rescued her from the bear trap and he offered her his home for the night. Kim eventually told Lonnie about the nuclear threat. He said that he always knew that it was going to happen so he had created a bomb shelter under his home. Kim became uncomfortable with Lonnie after him showing her the bomb shelter. She ran upstairs and told him that she was claustrophobic.

Later on Lonnie made it seem like the the nuclear bomb went off and that is why they were not getting any radio signals. They immediately took cover in Lonnie's bomb shelter underground. When Lonnie was checking the radio to see if any of the stations were coming in, Kim turned the TV on to see that the stations that were coming from Los Angeles were coming in fine. She realized that the bomb did not go off and that Lonnie had lied to her. Kim grabbed a knife and told Lonnie that she knew the bomb did not go off. Lonnie said that he was lonely and that is why he lied to her. Kim said that she did not feel comfortable being with him. Despite what Lonnie wanted he allowed Kim to leave and gave her a revolver to protect her from the cougars in the mountains. He asked her if she would come back to visit some time and Kim said that she did not think so. With that she left and Lonnie was never seen again.

Alan Milliken

Alan Milliken was one of President David Palmer's longest financial supporters who caused problems for the President during Day 3. He was portrayed by Albert Hall. Shortly after Palmer makes a press conference about the terrorist strike planned on American soil, he receives a phone call from Alan Milliken, one of his longest supporters. Alan says that he would like to meet in person, and David agrees to go to Alan's house. Alan asks him not to bring his brother and Chief of Staff Wayne.

When David arrives Alan has his wife Julia tell David that she and Wayne had an affair three years ago. Alan points out that it was when he was recovering from a stroke. Alan asks Palmer to fire Wayne or he will pull his support. Palmer refuses.

An hour later, David is finding that support for his Health Care Reform Bill is dwindling, and Milliken is behind it. This forces Palmer to call his ex-wife Sherry to resolve the situation. Sherry quickly digs up dirt on Milliken, and Alan calls David to tell him to pull Sherry off. David dismisses Milliken and has Sherry continue. Sherry visits Kevin Kelly, whose daughter was killed by Milliken in a hit and run 12 years ago, and whom Alan Milliken had paid a great sum of money to keep quiet. Sherry tries to get him to talk, but Kelly disappears.

Sherry then goes to the Milliken house and verbally berates Alan, which gets him angry. While yelling, Milliken suffers heart failure and Sherry convinces Julia to prevent Alan from getting to his medicine. Alan Milliken falls to the ground reaching for his medicine and dies. This event starts a chain that leads to David Palmer's decision not to run for a second term in office and the deaths of Julia Milliken and Sherry Palmer.

Julia Milliken

Julia Miliken

Julia Milliken (portrayed by Gina Torres) was the wife of Alan Milliken, one of President David Palmer's most important and influential backers. Although Alan was suspicious and controlling, Julia stayed with him for the comfort and security afforded by his wealth. Three years before Day 3, while Alan was recovering from a stroke, Julia began a year-long affair with Wayne Palmer, then the president of Alan's company and David's younger brother, and later his Chief of Staff. When Alan discovered the affair, he demanded that President Palmer fire Wayne in retribution, which the elder Palmer refused. Wayne met with Julia to ask her to persuade Alan to retract his demand, and she offered to do so if Wayne would come back to her. He refused.

Sherry Palmer then met with Julia to enlist her help in collecting evidence that President Palmer could use against Alan. Julia was reluctant to risk her money and status until Sherry convinced her that sending Alan to prison was the only way to get everything she wanted. When Alan discovered Julia and Sherry together and accused them of conspiring against him, Sherry provoked him, causing a heart attack. He begged Julia to get his medicine, but Sherry persuaded her not to give it to him.

Sherry left Julia with instructions to keep quiet about their role in Alan's death, but Julia confessed everything after questioning by Detective Norris. Sherry covered up her own involvement by convincing President Palmer to serve as an alibi witness. When Julia realized she would bear the full responsibility for her husband's death, she shot Sherry and then herself.

Jane Saunders

Jane Saunders

Jane Saunders (played by Alexandra Lydon) was the daughter of MI6 agent-turned terrorist Stephen Saunders. Prior to Day 3, she was one of the few people who knew he had survived the mission to eliminate Victor Drazen in Operation Nightfall over six years earlier, though she was unaware of her father's plan to attack American targets with the deadly Cordella virus.

An investigation into the elder Saunders' financial records by Ryan Chappelle ultimately led CTU to Jane, whom they hoped they could use as leverage against her father. Knowing Saunders would have men monitoring his daughter, Kim Bauer was made up to resemble Jane, who was taken into custody by CTU.

The switch was soon discovered by Saunders however. He took Michelle Dessler hostage in order to force her husband, CTU director Tony Almeida to secretly arrange for Jane's release. CTU learned of this, however, and used the exchange as an opportunity to successfully capture Saunders.

After Saunders' initially refused to give the locations of his men carrying the virus, Jack Bauer threatened to infect Jane with it. Fortunately, Saunders stopped Jack and agreed to work with him just as Jane was about to enter the hotel.
